Andrea’ N Dunlap

Andrea’ Dunlap is a civil litigator whose practice focuses on representing local governments, public bodies, and institutional clients in complex litigation, regulatory matters, and matters involving governmental operations. She represents public housing authorities, economic development authorities, municipalities, and other public-sector clients in Virginia state and federal courts and advises them on matters involving statutory obligations, governance, procurement, contracting, and operational risk.

A significant part of Andrea’s practice involves defending public entities when their decisions, policies, operations, or officials become the subject of litigation. Her experience includes complex civil and commercial disputes, constitutional and civil-rights claims, administrative and regulatory matters, public-sector landlord-tenant litigation, and other disputes involving governmental entities. She manages matters from initial risk assessment and investigation through discovery, dispositive motions, trial, and resolution.

Andrea’ also counsels public-sector clients on issues arising at the intersection of law, technology, and government operations. Her work includes Virginia Freedom of Information Act matters, cybersecurity incidents, data privacy and information-governance issues, breach-response support, and related litigation and risk mitigation. She works closely with organizational leadership, information-technology professionals, forensic consultants, insurers, and other stakeholders when incidents create overlapping legal, operational, and regulatory concerns.

Across her practice, Andrea’ brings a litigation-focused approach to public-sector representation, combining detailed factual analysis with an understanding of the practical constraints under which governmental entities operate. Whether defending a lawsuit, responding to a cybersecurity incident, addressing a statutory or regulatory obligation, or advising on an emerging operational issue, she focuses on helping clients identify risk, make defensible decisions, and achieve practical outcomes.
