David H. Sump

Mr. Sump is primarily engaged in all aspects of public procurement law, maritime law, riparian rights and environmental law, including oil pollution, hazardous wastes, brownfields and RCRA. He has been the firm's Managing Partner since 1999.

Relevant Experience

  • Former Lt. Commander in the United States Coast Guard, serving tours at sea and as a marine inspector and pollution response coordinator.
  • Also served as a Law Specialist while in the U.S.C.G. and was appointed the Department of Transportation's Legislative Attorney and Congressional Liaison for the Oil Pollution Act of 1990.
  • Named one of Virginia's Legal Elite in the field of environmental law by Virginia Business magazine in 2003 and 2004 and in the field of maritime law in 2005, 2006 and 2007.
  • Listed in The Best Lawyers in America for maritime law, 2005, 2006, 2007 and 2008.
